I feel like having many communities works well on large platforms, but on smaller ones it fragments the already limited content, which in turn makes most communities inactive and reduces engagement.

You will never will get eveybody to join. Such places tend to be fast and boring. You need way more time to find sth interesting.
We also have a lot of duplicate communities, but they can develop different community cultures
