      I forget the name of the rule, but it states that pretty much anytime a headline is in the form of a yes/no question you can safely assume the answer is meant to be yes.

        That rule actually goes that you can assume the answer is no, since if the answer was yes they would just have the balls to say that rather than “just ask questions”. This is the exception that proves the rule.
